In the lead-up to the North-South Commission's launch, development aid organizations have raised alarms regarding the German government's recent cuts to development aid. The children's aid organization Terre des Hommes and the development organization Welthungerhilfe have released a critical report detailing the adverse effects of these cuts on humanitarian efforts. Their annual report, titled 'Kompass 2026,' highlights a drastic decline in funding, which has been reduced by a third since 2022. This reduction has left approximately €10 billion for development aid and €1 billion for humanitarian aid, with further cuts anticipated.
The report emphasizes that the decline in political support and funding is undermining the effectiveness and reliability of humanitarian aid. It states, 'A failure of political support, a drastic decline in funding, and a growing disregard for international humanitarian law are making it harder to reach people in need.' The organizations argue that the German development policy has lost its way, calling for a comprehensive strategy that involves true partnerships with civil society actors from the Global South.
Mathias Mogge, head of Welthungerhilfe, criticized the reform plan presented by Development Minister Reem Alabali Radovan, asserting that it lacks credibility without genuine partnerships. He insists that young people must be involved in the formulation and evaluation of development policies to ensure their legitimacy and effectiveness. The report also calls for the German government to better integrate development cooperation with peacekeeping and humanitarian aid, advocating for multi-year funding to secure these efforts.
As the global landscape shifts towards increased military spending amid rising conflicts, Germany's cuts to development aid reflect a troubling trend. The organizations warn that these actions compromise Germany's credibility and reliability in the international community. They urge the federal government to utilize diplomatic channels to uphold humanitarian principles and advocate for compliance with international humanitarian law. The upcoming North-South Commission, consisting of experts from both the Global South and North, is seen as a potential opportunity to reshape Germany's approach to development aid and strengthen partnerships with countries in need.
Military Spending on the Rise

Germany's cuts to development aid are part of a broader global trend where countries are increasing military spending while reducing investments in humanitarian aid. This shift raises concerns about the future of international cooperation and the ability to address pressing global challenges such as poverty and conflict. The report calls for a reevaluation of priorities, urging governments to balance military expenditures with humanitarian commitments.
